Former Kaduna State Governor Nasir El‑Rufai walked out of the Federal High Court in Abuja a free man on Monday — but on some of the most stringent bail conditions seen in a high‑profile political case in recent years. Justice Joyce Abdulmalik granted the former governor bail of ₦100 million with one surety in like sum, and then added a series of restrictions that effectively place El‑Rufai under constant administrative surveillance.
The surety, the court ruled, must reside in either the Maitama or Asokoro districts of Abuja — two of the capital's most exclusive neighbourhoods — and must deposit the original Certificate of Occupancy of a landed property at the court registry. That individual must also be a federal civil servant not below Grade Level 17, with evidence of salary payments for at least three months. It is a requirement that narrows the pool of potential sureties to a tiny slice of the public service elite.
But it is the personal restrictions on El‑Rufai himself that have drawn the most attention. The former governor was ordered to surrender all valid international passports to the court — a standard condition for politically exposed defendants — but also to report to the DSS headquarters on the last Friday of every month by 10 a.m. to sign an attendance register. The monthly ritual, which will be conducted under the eyes of the same security agency that arrested him, is a visible reminder that the state is not done with its former governor.
The ruling has split opinion sharply. El‑Rufai's supporters describe the case as a political witch‑hunt orchestrated by a presidency that has never forgiven his increasingly vocal criticism of the administration. His critics, however, see the detailed bail conditions as proof that nobody — however powerful — should be above accountability.
